How it started
 
During the summer of 2004 an individual in Worthington conceived the idea of constructing a Noble's County Veterean's Memorial.  He received the permission of the Worthington City Council to construct a "Freedom Veteran's Memorial" in Freedom Shore Park.  During the fall of 2004 an informal group of about a half dozen persons began meeting and discussing what should be included in the Memorial.
 
In the fall of 2005 the informal group was increased in size to some fifteen members and became a formal committee by electing officers.  This reorganized committee then began discussing designs for the memorial.
 
By the spring of 2006 the preliminary design for the memorial had been chosen and a three month period of very successful fundraising began.  The summer of 2006 saw the amount of donated funds becoming sufficiently large to allow the Phase I construction of Freedom Veteran's Memorial to begin.  During Phase I construction the Worthington City Council voted to have the park be named Freedom Shore Park and "Freedom Veteran's Memorial."
